African Legal Support Facility Director pays courtesy visit to AfDB President

The African Legal Support Facility (ALSF) Director, Stephen Karangizi, paid a courtesy visit to the President of the African Development Bank (AfDB) Group, Akinwumi Adesina, on December 8, 2015.

Hosted by AfDB, the ALSF is implementing 52 projects in 35 of the African Development Bank’s regional member countries. The projects are in the areas of negotiations of agreements in the extractives sector; infrastructure development (the energy sector); investment agreements; related commercial and business transactions; as well as debt management and litigation.

African Legal Support Facility and partners launch French version of handbook on Power Purchase Agreements

The African Legal Support Facility (ALSF) and partners launched the French version of the handbook “Understanding Power Purchase Agreements” (PPA) in Paris, France, on December 8, 2015.

The handbook has been published through a joint partnership with the ALSF and US Department of Commerce’s Commercial Law Development Programme (CLDP) as part of the Power Africa initiative. The handbook is intended to simplify legal terms of PPAs in order to help reduce the time required to negotiate sustainable and bankable projects.

ALSF and partners conclude PPP training for government officials in Togo

The African Legal Support Facility (ALSF) together with partners conducted a five-day training for government officials on the legal aspects of preparing Public Private Partnerships (PPP). The event was held from November 23-27, 2015 in Lomé, Togo. 
Participants included regulators, private and public lawyers, professional services practitioners and financiers representing Benin, Cameroon, Côte d’Ivoire, Congo, Gabon, Guinea, Mauritania, Niger, and the West African Development Bank (BOAD).

Enhance commercial legal practice in Africa, says ALSF Director

There is no doubt that there are more opportunities for the legal fraternity in Africa and it is important to find solutions for enhancing the capacity of both public and private sector lawyers so as to strengthen commercial legal practice on the continent, says the African Legal Support Facility (ALSF) Director, Stephen Karangizi.
 
In a keynote address at a seminar held in Accra Ghana on 11 November 2015, Karangizi said that there are several reasons that lend credence to the notion that commercial legal practice is still inadequate in Africa.

The African Legal Awards recognized Hogan Lovells as the Transportation and Infrastructure Team of the year for their role in advising the governments of Benin and Niger on the West African Railway Loop Project. The African Legal Support Facility, at the request of the Republics of Benin and Niger, facilitated the procurement of Hogan Lovells’ to represent the governments in this project.

ALSF concludes training on negotiating financial agreements

The African Legal Support Facility (ALSF); on November 6, concluded a five-day training workshop for government officials on negotiating financial agreements. 
Twenty officials representing the Ministry of Finance and Economic Cooperation and other government agencies participated in the training designed to expose officials to aspects of negotiation of financial instruments so that they are better able to explore, develop, and implement strategies to conclude balanced agreements.

Skills development critical for successful public private partnerships

A five-day training on Public Private Partnerships (PPP) organised by the African Legal Support Facility (ALSF) started on November 2, 2015 at the African Development Bank offices in Abidjan.  The workshop is intended to provide 35 government officials from 10 francophone African States with the capacity to structure PPP projects in an effort to efficiently bridge Africa’s infrastructure financing needs.

Enhanced legal capacity essential for successful negotiations in the mining sector

The Prime Minister of the Republic of Uganda, Ruhakana Rugunda, lauded the African Legal Support Facility (ALSF) for conducting a capacity-building training programme to equip government officials with the skills needed to negotiate favourable mining agreements. He reiterated the need for strengthened human capacity that is critical to facilitate Government’s efforts to maximize benefits from the extraction of natural resources in the mining sector.
